The Program to Aid Citizen Enterprise (PACE), was founded in 1968 through a partnership of the United Fund and the Community Chest-the forerunners of the United Way, the Health and Welfare (Planning) Association, the Allegheny Conference on Community Development and key leaders in the African American community. Born out of the tragedy of the assassination of Dr. Martin Luther King Jr. and the resultant civil uprisings in Pittsburgh, PACE was created to support the growth of community-based organizations.

The added support of Community Based Asset Development (CBAD) in 1996 has allowed PACE to become more aggressive in the areas of training and technical assistance. Working in concert, the PACE grants program and CBAD help to impart knowledge, skill and strength to organizations on the road to sustenance and stability, which aids in overall community development.
